A European destiny was the subtext of Mikhail Gorbachevs attempt to open up the Soviet Union in the late 1980s. It sustained, fitfully, the government of Russian President Boris Yeltsin in the 1990s. It was played with, then decisively ditched, in the 2000s by Vladimir Putin.

Were he to fail, it has a chance of revival. Those who wish it would need courage and strength and support. Were they to fail, wed be deeper in perilous territory than we are now.”

New Report from Chatham House: Agents of the Russian World: Proxy Groups in the Contested Neighborhood.

“Russia employs a vocabulary of ‘soft power’ to disguise its ‘soft coercion’ efforts aimed at retaining regional supremacy,” the authors write. “Russian pseudo-NGOs undermine the social cohesion of neighbouring states through the consolidation of pro-Russian forces and ethno-geopolitics; the denigration of national identities; and the promotion of anti-US, conservative Orthodox and Eurasianist values. They can also establish alternative discourses to confuse decision-making where it is required, and act as destabilizing forces by uniting paramilitary groups and spreading aggressive propaganda.”

IRAQ and SYRIA

The ceasefire in Syria appeared to collapse yesterday under a surge in fighting between government forces and rebels. [Washington Posts Zakaria Zakaria and Hugh Naylor]

The High Negotiations Committee is willing to share membership of a transitional government with members of President Assads government, but not Assad himself, spokesperson Salim al-Muslat told reporters yesterday. [Al Jazeera]

Islamic State conducted a surprise attack on refugee camps close to the Syrian village of Dabiq today, forcing residents to attempt to flee across the Turkish border, only to be shot at by that nations troops. The attack came as part of a push by Islamic State to take the highly symbolic Dabiq, believed by the groups leaders to be the pre-ordained epicenter of a clash that will herald an apocalyptic showdown. Ongoing clashes between previously allied groups, the Islamic State and al-Nusra Front, have trapped an estimated 5,000 residents of the refugee camp Yarmouk in southern Damascus, Syria. Those inside the camp, which is largely controlled by Islamic State, have requested a temporary ceasefire between the groups to allow access for humanitarian aid, but have yet to receive a response, reports Patrick Strickland. US European Command has sent a squadron of Marine Corps EA-6B Prowler aircraft to an airbase in Turkey to support operations to attack Islamic States communications, the Department of Defense announced yesterday. The aircraft can protect ground forces by jamming radar and communications devices. The Pentagon has not disclosed the specifics of the operation. [CNNs Jamie Crawford]

US-led airstrikes continue. US and coalition forces carried out four airstrikes against Islamic State targets in Syria on April 14. Separately, partner forces conducted a further 17 strikes against targets in Iraq. [Central Command]

CYBERSECURITY, PRIVACY and TECHNOLOGY

Microsoft is suing the Justice Department over its use of secrecy orders to stop the tech giant from informing users when the government obtains a warrant to read their emails, which Microsoft says happens frequently. In a lawsuit filed yesterday, Microsoft asserted that the gag order statute in the Electronic Communications Privacy Act 1986 is unconstitutional. US government agencies rank lowest in cybersecurity compared with major private industries, analysis from SecurityScorecard reveals. [Reuters Dustin Volz]

Four technology companies researching social media mining and surveillance are among 38 previously undisclosed companies receiving funding from In-Q-Tel, the CIAs venture capital firm, reports Lee Fang, pointing, he says, to its increasing focus on monitoring social media. [The Intercept]

EUROPEAN TERROR THREAT

Four men and a woman have been apprehended by counterterrorism police in Birmingham, UK, and are being held on suspicion of preparing terrorist acts. The arrests are the result of an investigation involving Belgian and French authorities. [The Guardians Jamie Grierson]

Belgians Transport Minister Jacqueline Galant has resigned over accusations she ignored security failures at Brussels airport in the lead up to the terrorist attacks there on March 22. Her successor has yet to be announced. [BBC]

A Belgian court has rejected the appeal of Khalid Zerkani, convicted of running a terrorist recruiting network that sent people to Syria, including several of the perpetrators of the November Paris attacks, and instead increased his sentence, which he received prior to the Paris attacks, from 12 to 15 years. The EU has approved a Europe-wide system of collecting and sharing airline passengers information in an effort to improve security. The measures are an indication that safety is trumping concerns over protecting privacy and civil liberties, says James Kanter. [New York Times]

AFGHANISTAN

Islamic State is potentially an enormous threat in Afghanistan, Brig. Gen. Charles Cleveland, in charge of communications for the coalition, warned at a Pentagon briefing, though he did not have any specifics as to the numbers of Islamic State fighters in the country. [The Hills Rebecca Kheel]

The Talibans recently announced spring offensive is not a new tactic but this time it is a test for new leader Mullah Akhtar Muhammad Mansoor, whose leadership some factions of the militant group have contested. [The Daily Beasts Sami Yousafzai]

ISRAEL and PALESTINE

The Israeli soldier who featured in a video shooting an injured Palestinian man is to be charged with manslaughter, prosecutors said yesterday. The case has caused deep divisions of opinion, some condemning the soldiers actions and others hailing him as a hero. [New York Times Isabel Kershner]

Israels expansion in the West Bank has been labeled a war crime by Palestinian officials, as Israel approves a further 200 settler houses in the area. [Al Jazeeras Dalia Hatuqa]

SOUTH CHINA SEA

US Defense Secretary Ash Carter will visit an aircraft carrier in the South China Sea today, a course of action which is likely to stir up tensions with China, suggest Yeganeh Torbati and Ben Blanchard. [Reuters]

A high-ranking Chinese military officer visited a cluster of manmade islands in the South China Sea recently, US officials have said, the highest-level official visit to date. The visit was not publicized and is a sign of the strategic importance of the islands, suggest Jeremy Page and Gordon Lubold. [Wall Street Journal]

OTHER DEVELOPMENTS

The Guantánamo Bay parole board has rejected the application for release of the detention centers oldest inmate, labeling him too dangerous for release. [Miami Heralds Carol Rosenberg]

The reckless and provocative behavior of a Russian plane that flew close to a US warship in the Baltic Sea on Monday would have warranted retaliation under the rules of engagement, US Defense Secretary Ash Carter said yesterday. He confirmed that Moscow has been contacted. [BBC; Reuters]

President Obama is to visit Saudi Arabia to discuss counterterrorism agreements and bolstering ballistic missile defense systems next week, according to a White House official. [Al Jazeera]

Missing torture documents. The ACLU sued the Federal Bureau of Prisons yesterday for access to documents relating to its 2002 inspection of a detention center known as COBALT close to Bagram Airfield in Afghanistan, a CIA black site. [The Intercepts Alex Emmons]

IRAQ and SYRIA

Syria peace talks. Opposition delegates met in Geneva yesterday. There is as yet no plan for direct talks, though President Assads government has said that its delegates will arrive in Geneva tomorrow for the indirect talks. [Wall Street Journals Raja Abdulrahim and Dana Ballout]

The Syrian regime is using pretexts to avoid joining the talks, leader of the opposition group the High Negotiations Committee Asaad al-Zoubi told reporters following yesterdays discussions. [Al Jazeera]

Political transition is the priority and the agenda, UN special envoy to Syria Staffan de Mistura, who is mediating the peace talks, said yesterday. He also called on parties involved to reaffirm their faith and determination in protecting the cessation of hostilities. [Reuters Tom Miles]

CYBERSECURITY, PRIVACY and TECHNOLOGY

The company that created the method for unlocking the iPhone of one of the San Bernardino shooters has sole ownership of the technique, meaning the government is unlikely to disclose it to Apple or anyone else, according to Obama administration sources. [Reuters Joseph Menn and Mark Hosenball]

Operation Trail Mix. Newly declassified and released records show that the FBIs battle with Apple is not the first time it has been unable to decode data and has found a clever workaround. In 2003, the agency convinced a judge to allow it to secretly and remotely install software on computers belonging to an animal rights group in order to get round the encryption, and intercept the groups communications. A draft of the Senate Intelligence Committee encryption bill arrived yesterday, reports Cory Bennett, and it does not differ significantly from the discussion draft that was made public last week.  It requires a vast range of companies to provide information or data to the government in an intelligible format on being served with a court order. The Email Privacy Act will be taken up by the House in the last week of April, house Majority Leader Kevin McCarthy confirmed yesterday. The Judiciary Committee unanimously approved the bill yesterday. The bill will close a loophole in existing legislation and mean that the government will have to obtain a warrant before obliging technology companies to provide customers electronic communications. A Bill that would mean that the public is able to make FOIA requests for National Security Council records was also introduced in the House yesterday, as was the case until a court ruling in 1996 put a stop to it on the ground that the National Security Councils function of advising and assisting the president meant that it was not an agency under federal law and was therefore not subject to FOIA. The Commission on Enhancing National Cybersecurity, set up earlier this year, will include the chief executive of MasterCard Inc, the former head of the NSA and officials from Uber and Microsoft, President Obama announced yesterday. The commission is tasked with making recommendations by December for strengthening cybersecurity in the private sector and government. [Reuters Roberta Rampton]

Stopping the spread of material online is a signature element of warfare in the age of technology, and has been vital in efforts to stop Islamic State recruiting and disseminating its ideology, report Christopher S Stewart and Mark Maremont. [Wall Street Journal]

EUROPEAN TERROR THREAT

Khalid and Ibrahim el-Bakraoui orchestrated the Paris and Brussels attacks, Islamic State has announced in its magazine Dabiq, in contrast with French investigators belief that Abdelhamid Abaaoud was the ringleader.  The two brothers blew themselves up at Brussels airport and a metro stop in March. Prime suspect in the November Paris attacks Salah Abdeslam had documents concerning a nuclear research center in Germany in his possession, German newspapers have reported. The Juelich center is used to store atomic waste.  Printouts of internet articles and photos of the centers chairman were discovered in Abdeslams apartment in the Molenbeek area of Brussels. Spanish police have arrested a Frenchman suspected of supplying arms to Amedy Coulibaly, who held up a Jewish supermarket two days after his accomplices killed 12 in an attack on the offices of Paris-based magazine Charlie Hebdo in Malaga on Tuesday. [Al Jazeera]

The purpose is clear: to show the West that the attackers really were sent from the heart of the groups terror machinery. Photos published by Islamic State show those who perpetrated the attacks in Brussels and Paris wearing the exact uniforms they wore during those attacks while posing for carefully choreographed scenes depicting atrocities committed in Iraq and Syria, reports Rukmini Callimachi. LIBYA

The Islamic State is moving into Libya in response to US efforts to combat the group in Iraq and Syria, President Obama warned yesterday, speaking at the CIAs headquarters. [The Guardians Dan Roberts]

Italian Foreign Minister Paulo Gentiloni became the first foreign official to visit the UN-backed unity government in Libya, arriving with food and medical supplies to be distributed in Tripoli and Benghazi. He stated that he would be willing to provide military intervention if invited to do so and if Italys parliament approved, but hoped that this would not be necessary. [Al Jazeeras Barbara Bibbo]

OTHER DEVELOPMENTS

Legislation requiring the Pentagon to publicize information about Guantánamo Bay detainees at least 21 days before release to other countries was introduced in the Senate yesterday. [The Hills Jordain Carney]

North Korea has deployed up to two intermediate-range ballistic missiles to its east coast, a South Korean news agency has reported, suggesting that the North may be intending to launch them on Friday to mark the birthday of the countrys founder. [Reuters]

Russian warplanes and a military helicopter flew dangerously close to a US Navy destroyer two days this week, according to US officials; the warship was patrolling and conducting helicopter exercises with Poland in international waters in the Baltic Sea. Speaking on the incident, White House press secretary Josh Earnest said that: Any peacetime military activity must be consistent with international laws and norms. Jordanian authorities shut down the headquarters of the Muslim Brotherhood in that country yesterday, the group announced in a statement. Jordan revoked the Muslim Brotherhoods official registration last year after it failed to comply with new government requirements. [New York Times Rana F. Sweis]

The UN has withheld 41 new cases of sexual abuse by peacekeepers in the Central African Republic, a US-based NGO AIDS-Free World has said, citing a leaked cable from MINUSCA to UN headquarters. [Al Jazeera] And American senators yesterday rebuked UN Secretary General, Ban Ki-moon for what they described as his failure to stop sexual abuse by the international bodys peacekeepers, threatening to hold back crucial funding not only to the UN itself but bilateral aid to nations which fail to hold their armed forces to account. President Obama arrived at the CIA headquarters yesterday for the fourth and likely last visit of his presidency to the agency. Greg Miller discusses the agencys present concerns over who might become the next president, particularly if it is Donald Trump. [Washington Post]

Canadas Liberal government is facing harsh criticism for proceeding with a $12 billion arms deal to Saudi Arabia, originally concluded by the previous Conservative administration in early 2014. Critics say the deal, which is believed to be the biggest in Canadian history, will help Riyadh to wage war in Yemen. [AFP]

Hillary Rodham Clinton versus the US Department of Justice is a theoretical showdown that few in the [Democratic] party want. Dan Roberts reports on the ongoing threat of criminal charges against the former secretary of state, and the impact that might have on the presidential race. [The Guardian]

Still missing: most of the almost 300 schoolgirls abducted by Boko Haram in Nigeria two years ago today have yet to be found, many of their relatives and friends accusing the government of doing little to inform them of any attempts to locate them. Today’s Headlines and Commentary

Yesterday, U.S. President Barack Obama convened a high-level gathering at the Central Intelligence Agency to assess the U.S.-led war against the Islamic State. Speaking from Langley after the meeting, the president told reporters that while ISIS could still inflict horrific violence on the innocent, U.S. forces have made significant gains, noting that we have momentum, and we intend to keep that momentum.

In Iraq, the spokesman for the U.S.-led coalition, Col. Steve Warren, elaborated on the upbeat message, saying that phase one of the military campaign is complete, and we are now in phase two, which is to dismantle this enemy. According to Warren, phase one consisted of degrading ISISs ability to operate as a conventional force. In phase two, the coalition will seek to isolate Raqqa in Syria and to recapture Mosul in Iraq. Phase three consists of the ultimate defeat of this enemy. The Hill has more.

Iraqi forces cleared the center of Hit on Monday, and now estimate that as much of 75 percent of the city is under Iraqi government control. However, the Associated Press writes today that intense fighting continues in the city, which is located in western Anbar, and that Iraqs counterterrorism forces are increasingly relying on air power in the battle to take full controlof the city. The town sits on an ISIS supply line and is pivotal in the Iraqi campaign to retake territory from the Islamic State.

Yet while Iraqi Security Forces advanced in Anbar, ISIS fighters regained a string of opposition-held villages in Syrias Aleppo province near the Turkish border. Agence France-Presse tells usthat rebels had recently made significant gains in the region before ISIS fighters pushed them back, escalating a battle between ISIS and rebel forces over the border strip, which both sides use to transport fighters and weapons.

Meanwhile, the Associated Press reports that Syrian forces and rebel fighters also exchanged fire in Aleppo. The city has recently seen a convergence of fighting forces, as the Syrian regime, rebel forces, al Nusra Front, and ISIS vie for the contested northern city. Observers worry that the sporadic fighting could undermine the broader truce that went into effect in late February.

Violence is not the only thing that could mar the ceasefire and any chance at peace in Syriaso too could voting. As peace talks in Geneva resumed yesterday, the Washington Post reports thatSyrian President Bashar al Assad took a major jab at the process from Damascus: voting in parliamentary elections denounced as a farce by the opposition. The elections, which only took place in government-controlled territory, are likely yet another signal that Assad has no plans to step aside anytime soon.

The Islamic State published the latest edition of its slick propaganda magazine yesterday, this time featuring photos of the Paris and Brussels attackers while they were in ISIS territory.According to the New York Times, before returning to Europe, both the Brussels bomber and the Paris plotters posed for carefully choreographed scenes, showing the atrocities they committed in Syria and Iraq. The magazine also carried a hit list containing the names of prominent Western Muslims that it considers overt crusaders and apostates. Among others, the list included Hillary Clinton aide Huma Abedin, Democratic Congressman Keith Ellison (D-MN), and British politicians Sayeeda Warsi and Sajid Javid.

As ISIS loses territory and cash, defections are on the rise. But would-be jihadists are finding that isnt easy to leave, with one defector recently saying People join ISIS, but nobody can defect. Buzzfeed reporters Mike Giglio and Munzer al Awad report from the Syrian border, detailing the pseudo-Caliphates twisted version of Hotel California, and how former ISIS fighters are struggling to escape the group.

Afghan Defense Minister Masoom Stanikzai told CNN yesterday that al Qaeda is very active in Afghanistan and that the group remains a big threat in certain parts the country. His comments come just days after another the Taliban, which has recently retaken broad swaths of territory, announced the beginning of their spring offensive. Stanikzai said that for al Qaeda, the big cover is the Taliban. Those comments echo those of U.S. General John Campbell, former commander in Afghanistan, who recently referred to a renewed partnership between the two groups. U.S. officials estimate that there could be as many as 300 al Qaeda fighters in Afghanistan.

More cheerful news from South Asia: Elias Groll of Foreign Policy shares that according to a newly declassified State Department cable, Pakistans powerful spy agency may have provided the funding for a deadly 2009 suicide attack on a CIA base in Afghanistan that ranks as one of the deadliest days in the agencys history. According to the cable, the ISI is suspected of giving the Haqqani network $200,000 to enable the attack.

Lots of news out of the South China Sea today as U.S. Secretary of Defense Ash Carter makes his way through the region. Yesterday, Carter announced that the United States will deploy nine aircraft and hundreds of U.S. troops and special operators to at least seven bases in the Philippines. Carter also announced that the United States and the Philippines plan to conduct regular joint patrols of the South China Sea. Stars and Stripes has the full breakdown of the hardware headed to the Philippines.

In another sign of the rising tensions in the region, Reuters writes that defense officials from the Philippines and Vietnam will meet this week to explore possible joint exercise and navy patrols, military sources said, shoring up a new alliance between states locked in maritime rows with China.

European Union privacy regulators yesterday called for changes to the newly minted EU-US Privacy Shield, saying that the agreement should include clearer limits on U.S. bulk surveillance in order to ensure that the accord is in alignment with EU privacy law. The Wall Street Journalnotes that while the regulators praised parts of the new data-sharing deal, the call for changes means that at least some EU regulators believe the deal doesnt pass legal muster, a possibility that creates ambiguity for companies attempting to operate in both Europe and the United States. The Journal quotes one privacy lawyer as saying a battle in court is all but assured.

Reuters reports that the FBI is unlikely to ever disclose the method it used to access the data on the San Bernardino shooters iPhone as the company that assisted the Bureau has sole legal ownership of the method. According to Obama administration sources, the Vulnerabilities Equities Process, a system set up to determine whether to reveal cybersecurity flaws discovered by the U.S. intelligence community, is not equipped to handle flaws discovered and owned by private companies.

Senators Richard Burr (R-NC) and Dianne Feinstein (D-CA)respecively, the Chair and Vice-Chair of the Senate Intelligence Committeecirculated legislation yesterday that would require companies to unlock encrypted devices when served a valid court order. The Compliance with Court Orders Act of 2016 comes in response to the ongoing FBI v. Apple battle, as the FBI attempts to push back on what it calls going dark, or an increasing inability to access encrypted data as part of law enforcement investigations. Senator Ron Wyden (D-OR) has vowed to filibuster the bill should it come to the floor. The Journal has more on the legislation, which you can read in full at Lawfare.

Ken Dilanian of NBC News reports that the Obama administration is currently considering whether to drop the intelligence communitys lowest level of classification. The proposal, put forward by Director of National Intelligence James Clapper, would eliminate the classification of confidential, with the intent of creating greater transparency regarding the ICs activities.

It seems that the floors of Congress are overflowing with new Guantanamo Bay legislation. Yesterday, according to the Hill, Senator James Inhofe (R-OK) introduced a bill that would require the Pentagon to make information about a detaineeincluding his name, risk profile, and morepublicly available at least 21 days before his release or transfer. Some of this information is already be available on the Periodic Review Boards website, but Senator Inhofes legislation would also require the Obama administration to release information about any transfer agreement before a transfer could take place.

Parting Shot: This may only be a drill, but is is probably a treaty violation. At least, thats what some U.S. officials have suggested after two Russian Sukhoi Su-24 fighter jets made 11 passes over the U.S.S. Donald Cook, coming within just yards of the bow of the Navy destoryer, which was on patrol in the Baltic Sea. The Pentagon deemed the simulated attack unsafe, which is a designation higher than previous close encounters that were called unprofessional. The Wall Street Journal has the story and some pretty stunning video footage.

ON MY MIND

We’ve all spent a lot of time over the past day pouring over and interpreting Vladimir Putin’s words. The usual inflammatory anti-Western rhetoric was absent from his annual call-in program! He said Barack Obama was “a decent man”! He referred to the United States as a “partner”! He even indicated that he would save Petro Poroshenko and Recep Tayyip Erdogan if they were drowning! Fair enough. But perhaps we should spend as much time paying attention to what Russia is doing than to what Putin is saying. Just days before Putin’s subdued performance in his annual reality show, Russian fighter jets conducted a simulated attack on a U.S. Naval vessel in the Baltic Sea — flying 25 meters away from the American ship and at such a low altitude that they created a “wake in the water.” Pro-Moscow separatists in Georgia’s South Ossetia region, which is already under de facto Kremlin control, said they will hold a referendum on joining Russia. And as Putin spoke, the Ukrainian military reported no less than 80 attacks by Moscow-backed separatists. So Putin’s rhetoric may have changed a bit. But Russia’s behavior has not.

IN THE NEWS

The Federal Security Service has searched the offices of oligarch Mikhail Prokhorov’s Onexim Group.

The Investigative Committee has opened a criminal case against Ivan Zhdanov, an ally of opposition leader Aleksei Navalny. Zhdanov is a lawyer for Navalny’s Anti-Corruption Foundation.

Two high-ranking officials at the state corporation Rosnano are suspected of embezzlement.

Russia has dismissed a U.S. State Department human rights report as “bossy.”

U.S. Secretary of State John Kerry called an incident in the Baltic Sea in which Russian fighter jets buzzed an American destroyer as “dangerous” and “reckless.”

The Russian Defense Ministry, meanwhile, has defended the action as within safety rules.

New Report from Chatham House: Agents of the Russian World: Proxy Groups in the Contested Neighborhood.

“Russia employs a vocabulary of ‘soft power’ to disguise its ‘soft coercion’ efforts aimed at retaining regional supremacy,” the authors write. “Russian pseudo-NGOs undermine the social cohesion of neighbouring states through the consolidation of pro-Russian forces and ethno-geopolitics; the denigration of national identities; and the promotion of anti-US, conservative Orthodox and Eurasianist values. Alexander Clarkson of King’s College London takes a look at Russia is up to in the South China Sea.

“With the need to distract from the ambiguous outcomes of the conflict in Ukraine, now that Vladimir Putin has decided to limit direct Russian military involvement in Syria, there is a strong likelihood that his inner circle is looking to another geopolitical flash point in which to assert his claim that Russia truly is a global power,” Clarkson writes.

U.S. Secretary of State John Kerry is urging governments and industries to create enabling environments that spur connectivity, while promoting a U.S. plan to bring 1.5 billion people who lack Internet access online by 2020.   Out of every five people in the world, there remain three without Internet access in 2016.  It is unacceptable, Kerry said Thursday at a World Bank event.   He said the U.S. Overseas Private Investment Corporation is providing up to  $171 million for a low cost and rapidly scalable wireless broadband network in India.  He added, “We are announcing more than a billion dollars in U.S. government financing and loans with our development agency partners.   Last September, during the U.N. General Assembly, the State Department launched the Global Connect Initiative, aimed to bring an additional 1.5 billion people online by 2020. Kerry said Washington plans to work with international development banks to help funding infrastructure in poor countries.     The United States plans to designate digital economy officers to 275 American embassies and diplomatic posts in the globe to identify and break down barriers to help people become connected, according to the State Department.     A World Bank report said for every 10 percent increase in broadband access, a developing country can see up to two percent rise in GDP.

Russian President Vladimir has accused the United States of having “imperial ambitions.’ Speaking Thursday Putin says the Syrian people must engage in talks to agree on a new constitution for their country. Speaking during his annual television call-in show, Putin was asked which U.S. presidential hopeful was “worse for Russia”  Democrat Hillary Clinton or Republican Donald Trump. The Russian president responded that it was not a question of “particular people,” but whether the United States proceeds “from the false premise of its exclusivity,”  which, he said, will mean it will always claim “special status and special rights.” “It is necessary to look at the root of the problem and act not from a position of force and dictate, not from the perspective of imperial ambitions, but to act respectfully with all partners, and. of course, with Russia,” Putin said. Syria Commenting on the Syrian conflict, he said the Syrian people must engage in talks to agree on a new constitution for their country, and thatsaid the solution to Syria’s problems is not to be found in military action. Putin The Russian leader also said the so-called Panama Papers report on offshore accounts allegedly held by international public figures, including world leaders and their friends and relatives, about offshore accounts for world leaders, including his associates, were a “provocation.”  Some of the accounts detailed in the report allegedly belonged to close Putin associates. The Russian leader He blamed U.S. officials for leaking the Panama Papers information to the media. At the same time, he characterized that information as “reliable.” Russian economy Putin blamed rising food prices in Russia on Western sanctions for its intervention in Ukraine.  But he said a solution to the country’s faltering economy lies in changing the nation’s economic structure. Kremlin officials say the television show provides a way for Putin to assess the country’s mood, listen to direct appeals and explain policies. The hours-long broadcast has been an annual tradition since 2001.  Russian state media say says Putin’s 13 Q&A sessions since that time total more than 45 hours.  In 2013, Putin stayed on the air for nearly five hours. Turkey During the show Putin said Russia considers Turkey a friendly nation, despite the current strain in their relations. But when asked which of his foes he would rather save from drowning, the president of Turkey or the president of Ukraine, he quipped, “If someone wants to drown, you can not save them.” Putin’s love life Putin, who is divorced, dodged a question about his love life, saying it is “not important.” And proving that some problems are universal, the first question Putin took was from a woman in Siberia who asked about getting some local potholes repaired.   .

CNN: Carter to Visit Site Near Archipelago Claimed by China

During an upcoming trip to Asia, U.S. Defense Secretary Ash Carter will visit sites in the Philippines where the U.S. plans to station troops, including one base close to the disputed South China Sea. CNN reported Saturday that the secretary would visit the base about 160 kilometers (about 100 miles) from the Spratly Islands archipelago, which China claims. But Carter will not visit the key player in the dispute, China. He had accepted an invitation to visit Beijing after he met with the countrys defense minister last year. But when the Pentagon released details about the trip Friday, China was not included. Pentagon press secretary Peter Cook said a complicated schedule did not allow for it [a stop in China] to take place during this trip.” Carter will also travel to India next week, followed by Middle East stops in the United Arab Emirates and Saudi Arabia. China claims almost the entire South China Sea, believed to have huge deposits of oil and gas. Brunei, Malaysia, the Philippines, Taiwan and Vietnam also have claims to parts of the waters, through which about $5 trillion in trade is shipped every year. Beijing’s more assertive pursuit of its claims over the past year or so has included land reclamation and the construction of air and port facilities on some isles and reefs. In a speech Friday, Carter said countries in the Asia-Pacific region have been voicing concern about China’s military actions, which he said “stand out in size and scope.” He said those countries had expressed their concerns to the United States both publicly and privately, and at the highest levels. He said that although the United States has disagreements with China, Washington is committed to working through them in ways that do not destabilize the region. The secretary called the Asia-Pacific region “the single most consequential region for America’s future.”

Indian Temple Fire Kills 100

India’s prime minister is traveling to Kerala state where the death toll from a massive temple fire has risen to more than100 people.  The death toll is expected to rise.Narendra Modi said Sunday on his Twitter account the fire in Kollam is “heart-rending and shocking beyond words.” Authorities say at least 200 people were injured Sunday in the blaze at the Puttingal Devi temple complex, which was filled with people at time. The fire was ignited during a festive fireworks display that a huge crowd of people had gathered to watch in the early morning hours. Officials say temple organizers did not have permission for the display.   Authorities say a spark landed among a large amount of fireworks stored in the temple complex, causing explosions and a massive fire.

Staunton, April 10 The absence of roads and the collapse of civil aviation in many rural areas of Russia has created a new class of absolutely free people, Artemy Pozanenko says, village residents who deal with their own problems without any intervention by teachers, policemen, doctors, or government officials.

Pozanenko, a sociologist at the Moscow Higher School of Economics, says that some relatively large Russian cities like Norilsk are cut off from the rest of the country but that he is talking not about them but about villages whose residents find it difficult if not impossible to go to district centers most of the year (zapovednik.space/material/Oni-absolutno-svobodny).

In some parts of Russia, people living in such special isolation form a large proportion of the population.  In one district of Arkhangelsk oblast, for example, 40 percent of the population lives that way. Even in places not far from Moscow, there are villages that are cut off from larger population and political centers.

This is a relatively new development, Pozanenko says. In Soviet times, the state sought to intervene and control all aspects of life, by combining rural settlements into larger ones that were easier to control, by establishing heavily subsidized air fares to allow interaction, and by ensuring that officials from rayon and oblast centers visited regularly.

But over the last two decades, all of these innovations have collapsed: with people returning to a natural economy, with air fares now far more expensive than before, and with most officials not inclined to both travelling to these villages to try to ensure that Moscows rules are enforced.

The more isolated the villages are, the sociologist says, the less people in them rely on anyone but themselves many are fishermen or hunters — the more they cooperate with each other against outsiders and nature in order to survive, and the slower their numbers decline, the Moscow sociologist says.

The main enemies of these isolated villagers, Pozanenko continues, are government control agencies like the police, sanitation officials, and government agencies charged with restricting hunting and fishing.  Many villagers are obviously in violation of the law, but with rare exceptions, officials dont show up in these villages to enforce the rules.

Generally, he says, the authorities do not help and they do not interfere they do not give anything, but at the same time, they dont check constantly. What emerges as a result is a kind of anarcho-communism. [Residents of such villages] life practically like one family and highly value their relationships.

Such people have a sense of absolute freedom, the opportunity to exploit resources as they want, to live the way they want, and to maintain communal relations which they do not want to lose.

According to Pozanenko, there is only one government institution on which they are absolutely dependent, the school. If it is closed and the government has been closing many small schools in recent years then the villages  begin to die because young people have little choice but to leave.

But adult residents do not feel similarly compelled. Instead, many of them highly value their isolation and oppose ending it. Recently, for example, the Murmansk governor offered to build a road to one such village, and the villagers voted overwhelmingly against that project. Theyve become accustomed to isolation, they see its advantages, and they want to preserve it.

Obviously, there are problems for the health care of such people, but funding for hospitals even in district centers is now so low that they do not lose much. The police seldom come, but there is little crime as everyone knows everyone else and the possibility of getting away with anything is small.

But despite their physical isolation, the villagers are tied into the wider world: television is everywhere, although not every village has a mobile telephone network, although most have at least some telephone connections.  And social pathologies like alcoholism are less noticeable than in better connected towns and cities.

Global security threats are among the focal points for U.S. Secretary of State John Kerry and other Group of Seven (G-7) foreign ministers who have launched a two-day meeting in Hiroshima, Japan. Kerry arrived in Hiroshima Sunday following a visit to Afghanistan. He is the first U.S. secretary of state to visit Hiroshima, which was devastated by a U.S. atomic bomb near the end of World War Two. In an interview with the Hiroshima newspaper Chugoku Shimbun, Kerry said most global threats to international peace require collective action. Gatherings, such as this one are important opportunities to help us address urgent international political and security concerns and to speak with one, clear voice on concrete actions needed, said Kerry. G-7 meeting The Group of Seven industrialized countries also includes Britain, Canada, France, Germany, Italy and Japan. Some of the European members are grappling with security challenges in the aftermath of recent terrorist attacks in Brussels and Paris. In addition to terrorism, the group is expected to discuss maritime security in the South China Sea and the refugee crisis affecting Europe and the Middle East. On the sidelines of talks, Kerry and other foreign ministers will visit Peace Memorial Park, a World War Two memorial. The U.S. dropped an atomic bomb on Hiroshima, which led to the end of the war. The bombing resulted in the deaths of about 140,000 people. Three days later, the U.S. dropped a second bomb on the port city of Nagasaki, killing about 70,000 people. Kerrys intention for visiting the memorial is to recognize the huge loss of life that occurred during the war, said State Department spokesman Mark Toner. It is also an acknowledgement that since the end of World War Two that the United States and Japan have become the closest of friends and strong allies, Toner added. The park has become a symbol of nuclear disarmament. Being in this city, it will help us carry out a message of peace and disarmament in the world,” Italian Foreign Minister Paolo Gentiloni said. Kerrys visit to the country is also designed to clear the way for President Barack Obamas May visit to Japan to attend the G-7 leaders summit. Kerry traveled to Hiroshima from Kabul, where he discussed issues including regional security and the status of efforts to hold peace talks with the Taliban. Kerry met with President Ashraf Ghani and Chief Executive Abdullah Abdullah. U.S. officials say several rounds of explosions erupted nearly 200 meters from the U.S. embassy in Kabul shortly after Kerry departed. There were no injuries and no immediate indication that Kerry was a target. Kerry is on a weeklong tour of the Middle East and Asia that also included stops in Bahrain and Iraq. After Japan, he will attend a trade event in California before returning to Washington.

A strong earthquake has shaken the capitals of Afghanistan and Pakistan. There were no immediate reports Sunday of casualties or destruction from Kabul or Islamabad. The U.S. Geological Survey said the 6.6-magnitude quake struck in the Hindu Kush region of Afghanistan at a depth of 210 kilometers. Earthquakes at such depths usually do not cause extreme damage. The quake was also felt in other parts of the South Asian region.
