Over the last thirty years, Russia’s muftiates heavily invested in becoming a national “church for Islam,” an Islamic counterpart of the Russian Orthodox Church (ROC), that would meet the state’s ideological needs.

Islam is based on belief in the one omnipotent God who created the universe, and who is infinitely loving, compassionate, and just (Qur’an 2:163; 112:1-2). This is what it means when Muslims declare that God is one. This declaration is called tawhid, and it is the foundation of the religion.
