Different states contract with JPay on different terms, so yes, so states have only the one-way method of using JPay (incoming messages only, replies by postal mail.) Similarly, different states will have different rules about whether you can send JPay stamps or send money via JPay. There isn’t one system in use across the board in all states and prisons.
